Permits, placement and who may haul in Tempe
Who may haul — the rule that matters: City Code 28-21(a) says "only contractors licensed by the City may collect solid waste within Tempe boundaries." The licence is $1,000 per vehicle a year, or 2% of gross Tempe receipts if that is more, running July 1 to June 30. Under 28-21(e) every container must carry the company name and phone, containers of non-permitted companies may not be placed in the city, and the City may impound unidentified ones. Open-top roll-offs must be covered on the road. We say this plainly: the City licenses haulers, so ask us to confirm our Tempe licence before you book.
Street or alley placement: code 29-21 bars obstructing any street, alley or right-of-way; temporary obstructions for construction can be allowed in writing by the City Engineer where there would otherwise be undue hardship. No dumpster-specific permit or fee was found. The driveway is the answer; if there is genuinely nowhere else, we will talk to the City first.
