Permits, placement and who may haul in Mesa
Who may haul — the rule that matters: Mesa City Code 8-3-12(A) says nobody may collect or transport residential, commercial or industrial refuse generated in the City without a City permit, and 8-3-11 names 20, 30 and 40-yard roll-offs as containers. The permit is $200 a year plus $200 per truck used in Mesa (8-3-14(C)), running January to December. Haulers who primarily collect residual construction debris are exempt under 8-3-12(E), but the code does not define "primarily." We say this plainly: the City licenses haulers, so ask us to confirm our Mesa permit before you book.
In the street: code 9-2-1 makes it unlawful to obstruct any street, alley or right-of-way with personal property or rubbish, and the 9-2-2 exception needs a Development Services permit for work on the street itself. No dumpster-specific permit or fee was found, and a violation is a Class 1 misdemeanor. Keep the container on the driveway.
