Bulk trash comes four times a year by appointment, capped at 10 cubic yards, and refuses bricks, concrete, dirt, rocks, asphalt, roofing, C&D pieces over 25 lb or 4 ft, tires, glass and fridges or A/C units. In the historic districts around downtown, older houses mean gut jobs — and if the property is HP-zoned, check with Historic Preservation before anything comes down.

Permits, placement and who may haul in Phoenix
On your own driveway or lot: no City permit found. City Code 27-14 C.4 says any non-City container over 32 gallons must show the responsible company's name and phone number, legible from ten feet, and C.1 wants the area within 25 feet of a container kept sanitary — so keep the mess in the box.
In a street, lane, alley or sidewalk: Phoenix publishes no dumpster-specific permit, but blocking a lane or sidewalk is a TRACS restriction permit from Street Transportation's Right-of-Way Management Office — 602-262-6235, RMP@phoenix.gov, 6 am to 2:30 pm weekdays. City Code 31-81 sets no application fee for a temporary right-of-way use permit and wants at least two business days' notice for a partial or sidewalk restriction and three for a full one; a 36-inch accessible path has to stay open. Code 31-9 also bars leaving building material on a street or sidewalk without the Street Transportation Director's permission. Tell us when you book and we will plan it.
Who may haul: City Code Chapter 27 has no hauler licence or franchise. The City collects homes (27-21) and does not serve commercial or industrial sites, and we found nothing in the code that stops a resident or contractor booking a private roll-off. The permit that applies is Maricopa County's Non-Hazardous Solid Waste Hauler permit — $120 per vehicle per year, vehicle inspected, permit number on both doors and the rear in 3-inch characters, and containers marked with the company name and phone. The City also rents its own roll-offs to residents with an active city services account — $165 a pull plus $55 a ton, 10 to 40 yards, up to 10 days, on 602-262-6251 — and that is a fair option to compare.
Knocking something down: a City demolition permit is $98 for a single-family home and $390 plus $6 per 1,000 sq ft for other structures, and it expires after 60 days — including clearing all the debris. Call the County asbestos line (602-506-6708) before applying: commercial buildings, apartments of five or more units and multi-home projects need a 10-working-day notice and a $600 fee, while a single owner-occupied parcel of four or fewer homes is exempt. HP-zoned and older commercial buildings add a $300 Historic Preservation review and a 30-day wait.
