Permits, placement and who may haul in Scottsdale
Who may haul — the rule that matters: code 16-478 says nobody may collect or haul commercial or industrial refuse in the city without a Scottsdale licence, and 16-475 counts construction waste — rocks, debris, dirt, brick, plaster, scrap building material — as refuse. The licence is a $250 application fee plus $983.45 a year per collection vehicle of 10 cubic yards or more (16-486), a copy rides in every truck (16-483), and roll-offs must be painted with the licensee's name and phone and covered on the road (16-489). Under 16-489 the City may seize containers placed by an unlicensed hauler, with a $100 return fee. We say this plainly: the City licenses haulers, so ask us to confirm our Scottsdale licence before you book.
Homeowner jobs: residential trash is the City's exclusive service, so a roll-off at a house is for remodel, cleanout and construction debris — not to replace your weekly cart.
In the street or right-of-way: code 47-50(b) names "roll-off dumpsters" as a use that needs a Permit to Work in the Right-of-Way, with insurance and a barricade plan where needed. The fee is set by Council and was not found. Permit Services is at 7447 E Indian School Rd, 480-312-2500. No permit was found for a container on your own driveway.
